LEAP Management Secretariat

The LEAP Management Secretariat (LMS) was established as a dedicated entity by Cabinet approval in 2015, operating under the Ministry of Gender, Children and Social Protection. Prior to this, LEAP was managed directly within the Ministry's Social Welfare Department.

The Secretariat is responsible for the day-to-day administration, coordination, and oversight of the LEAP programme across all 216 MMDAs in Ghana. It operates at five levels: national, regional, district, community, and household.

The LMS coordinates closely with the Ghana Statistical Service, the Ministry of Finance, GhIPSS, development partners, and district-level structures to deliver effective and accountable programme management.

LEAP Management

Six Operational Units

The LEAP Management Secretariat is structured into six specialised units, each responsible for a critical aspect of programme delivery.

Operations Unit

Oversees the day-to-day administration of the programme, including beneficiary enrolment, data management, coordination with district offices, and field operations across all 216 MMDAs.

Management Information System (MIS)

Manages the LEAP MIS platform — maintaining the beneficiary database, processing PMT data, generating payment lists, and providing real-time programme data for decision-making.

Case Management Unit

Coordinates the network of Community Focal Persons (CFPs) and Case Management Officers who provide household-level support, monitor co-responsibilities, and manage the grievance resolution process.

Monitoring & Evaluation Unit

Designs and implements M&E frameworks, conducts beneficiary surveys and impact assessments, and produces evidence reports to guide programme improvement and demonstrate accountability to partners.

Finance Unit

Manages LEAP's financial operations including budgeting, expenditure control, financial reporting, and compliance with government accounting standards and development partner requirements.

Payments Unit

Coordinates the bi-monthly cash disbursement process through GhIPSS and the e-zwich biometric platform, ensuring timely, secure, and accurate payments to all enrolled beneficiary households.

Five Levels of Operation

LEAP operates through a multi-tiered structure from national headquarters to individual household level.

National Level

The LEAP Management Secretariat in Accra provides strategic oversight, policy guidance, financial management, and coordination with the Ministry, development partners, and GhIPSS.

Regional Level

Regional Coordinating Councils and Regional Social Welfare Offices provide coordination support across districts within each of Ghana's 16 regions.

District Level

District Social Welfare Officers (DSWOs) in all 216 MMDAs manage enrolment, co-responsibility monitoring, grievance resolution, and coordination with community-level actors.

Community Level

Community Focal Persons (CFPs) are the frontline link between LEAP and beneficiary households, assisting with identification, sensitisation, co-responsibility monitoring, and first-level grievance handling.

Household Level

Enrolled beneficiary households receive bi-monthly cash grants, free NHIS coverage, and ongoing case management support to fulfil their co-responsibilities and improve their wellbeing.
